В смысле
Самолёт мог попасть в то место, где был сбит, по двум причинам:
- диспетчер чисто по халатности не прочитал сообщение про закрытую A87
- диспетчер выполнил чьё-то указание отправить самолёт по L980, "забыв" про закрытую A87
